However, second-half goals from Julio Cruz and substitute Sinisa Mihajlovic gave coach Roberto Mancini some relief.
Inter are now second behind Juventus but AC Milan can return to the top two if they beat Chievo on Sunday.
Inter finished the match with just 10 men after Cruz received two yellow cards in a few seconds - first for time-wasting and then for sarcastically applauding the official.
