Chief scout David Mills was due to be in Holland on Friday night to watch the player in Feyenoord's Eredivisie clash with Heerenveen.
"Just because we have not yet appointed a permanent manager, it doesn't means that our scouting team is not out there looking at players," said chairman Freddy Shepherd.
Magpies boss Glenn Roeder has few doubts about his quality.
"Kuyt is a top player and I believe he'll have a great World Cup for Holland in the summer," he said. "For me, he is out of the (Ruud) van Nistelrooy mould, and I'm a big admirer of both."
